I finally found out who the designer was for this dress which both Jenny McCarthy and Vivica A. Fox wore recently.

Naeem Khan is the designer and you may be surprised to know he created this beautiful dress which Anika Noni Rose wore to the Oscars. Both dresses are from the Fall 2007 collection.
