I have noticed that for VIP events, even if it is announced as "resort casual", people want to be able to dress up a little more if the event is labeled a "cocktail party". Also, in business it seems the traditional suit attire is more common in Europe than in the USA, or it also depends on the field (someone in finance will always wear a suit; a prominent business man working in real estate or golf may be completely appropriate with a sport coat and golf shirt... I guess for us ladies, we can never go wrong with a black skirt!? Also, are those dress codes the same throughout different countries?
